After closing out all IE9 tabs and it not showing as an application, I am still seeing a couple of processes chewing up memory, why?

After closing out all IE9 tabs and it not showing as an application, I am still seeing a couple of processes chewing up a total of about 0.5G.  In addition, my CPU usage is bouncing from ~30% to 100%, and at times staying red-lined at 100% with the system
being jerky.  I am running Win 7-32 on an AMD quad core with 4G of RAM.
Why this obvious memory leak, and why after all this time has MS not addressed every reason for these leaks.  This is obviously not a new problem.
