After hibernation or at start up, all applications take time to respond.

After hibernation, all applications take time to respond.  This lasts for the first hour after the computer wakes up.  I am running Windows 7 on a Dell machine with no exotic software applications and I use PC Tools Spyware Doctor and Registry Mechanic
at start up.  I thought this might be causing the problem so I tried restarting the computer with these turned off and it did not help.

Did you make any software or hardware changes on your computer prior to this issue?

Let’s try these steps and check if it helps.
Method 1
You may perform clean boot and check if the issue persists.
Clean boot will start Windows 7 by using a minimal set of drivers and startup programs and helps to eliminate software conflicts.

Method 2
You may also install the latest drivers for display adapter and check.
You may download and install the latest display drivers from the manufacturer’s website.
To do this, follow these steps:
1. Type devmgmt.msc, press Ok.
2. In device manager, expand display adapter > right click on it> click Uninstall.
3.
Install the downloaded drivers of display adapter.

To check for Windows updates. Open Windows Update by clicking the Start button , clicking All Programs, and then clicking Windows Update. In the left pane, click Check for updates, and then wait while Windows looks for the latest updates for your computer. If any updates are found, click Install updates.

Install the latest updates for Windows and for the program displaying the error. Note that the update for the program might be listed as an optional update on the Windows Update page.

Open Windows Update by clicking the Start button Picture of the Start button. In the search box, type Update, and then, in the list of results, click Windows Update.
