Active window doesn't appear or disappears

I have this problem in several programs including Outlook and Word but also non Microsoft programs.
My active window disappears.
Sometimes when I click on a button, instead of the next window coming up, it is hidden.
Sometimes this happens and sometimes
it doesn't.
Clicking on new email, for example, should bring up the new email.
Instead, I have to look for it.
I am up to date with all Windows 7 updates as well as other programs, am running in high performance mode, and have ample space on my hard drive.

Boot in Safe Mode:

• Open Run command as previously described
• Type MSConfig
• Click on Boot tab
• Tick Safe boot in Boot option
• Select Network
• Click Apply and OK
• Reboot your system
