Can start LotusNotes from Desktop but not from Taskbar--claims Java Runtime missing

I have an icon on my Win7 desktop that starts LotusNotes fine.
But when I pinned a LotusNotes icon to the Taskbar, clicking the icon won't start the program, as it claims there is no Java Runtime installed.
There must be a Java Runtime installed, since
the program runs fine from the Desktop.
What's different about trying to start it from the Taskbar? It seems like it might be a PATH thing, but why would that be different between the taskbar and the desktop?

The question is not really about Lotus Notes, it's about Windows 7 behavior.
(For the record:) I think I found a solution.
I had pinned the icon to the taskbar with Notes running.
If I instead go into the Start menu, right click the Notes icon, and tell it to pin to taskbar, the taskbar icon now opens Notes fine.
So, again, this was a question about why Windows 7 does things differently in the two cases rather than a question that needs to go to an IBM forum
