Change Excel 2003 application background.

I would like to change the Excel 2003 APPLICATION'S background.
The surface behind the worksheets.
Not the cells.
Not the worksheet. Not the "background" published behind an Excel web page.
I want what's behind all that.
 
The issue is moving or resizing a non-maximized worksheet which changes the worksheet to the same color as the app's background so you can't see the edges.
Even after changing Window's Active Window Border color to bright pink when moving the window it becomes
the same color as the background gray!
 
For Excel 2007 (at least in W7) this isn't an issue.
It has a blueish background and the border of the window (maybe the contents of the window too) are visible when moved or resized.
 
Any ideas?
 
I've seen this on multiple Excel 2003 XP machines.
Has anyone else experienced this? I'm currently using XP Pro SP3.

I think I found the answer.

 
There is a Control Panel Display setting to "Show contents when moving windows" which was not checked.
When checked it solved the problem.
 
I'm not sure why it was unchecked, perhaps that's the default in case the OS is installed on a machine with a graphics processor that isn't very quick.
 
I never noticed it for any other window.
Maybe because all the other windows aren't contained within the application.
Multiple Word and Outlook documents each have their own window separate from each other.
I haven't checked PPT or Access.
