Are the Microsoft programers working on a solution to "window looses focus" or are we on our own?

I was running XP for a long time, so I finally upgrade to 7, with the purchase of a new computer and I have this problem that I have learned is called:
window looses focus.  Essentially, the window becomes unselected, whether it is a browser window, a word processer or Photoshop, it just
becomes unselected if I pause for a few moments.  I have to click on it to re-establish that I am trying to scroll, or edit a photo,  etcetera.
 
I have learned that one can do a special type of start up where you find out
which programs are stealing focus, the thing is, this wasn't a problem with XP,  so I'm wondering, it there a fix in the future, that is, are the Microsoft programmers trying to fix this, or are we forever left to deal with this on our own?
