[Solution] Bugged Windows on primary display when using Extended Desktop and Taskbar set on Right Side

Bugged Windows on primary display when using Extended Desktop and Taskbar set on Right Side

This happens on several different machines with different graphic cards/CPUs/etc...

Whenever I use an external monitor to extend my desktop *and* I'm using the taskbar on the right-hand side of the primary display, Windows on the primary display will maximize to "behind" the taskbar.
This happens with both Microsoft and non-Microsoft
programs, e.g., Word/Excel/Skype/etc.
Note: this happens randomly, that is, some times I get this behavior, other times it will work as intended with windows maximizing properly.
When it does happen it happens only on my primary display.
I tend to have the primary display (laptop's LCD)
set up to the right of the external display because I keep my external display on the left side, but I've tried with different combinations and when it's happening it will continue to happen even if I set the external display on top or right.

Boot the computer in Safe Mode and check if the issue persists.
Method 1: Safe mode is a troubleshooting option for Windows that starts your computer in a limited state.
Only the basic files and drivers necessary to run Windows are started.
The words Safe Mode appear in the corners of your monitor to
identify which Windows mode you're using.

1. Restart your computer.
Click the Start button, click the arrow next to the Shut Down button, and then click Restart.

2. Do one of the following:

• If your computer has a single operating system installed, press and hold the F8 key as your computer restarts.
You need to press F8 before the Windows logo appears.
If the Windows logo appears, you'll need to try again by waiting until the
Windows logon prompt appears, and then shutting down and restarting your computer.

• If your computer has more than one operating system, use the arrow keys to highlight the operating system you want to start in safe mode, and then press F8.

3. On the Advanced Boot Options screen, use the arrow keys to highlight the
safe mode option you want, and then press Enter.


4. Log on to your computer with a user account that has administrator rights.

When your computer is in safe mode, you'll see the words Safe Mode in the corners of your monitor.
To exit safe mode, restart your computer and let Windows start normally.

If the issue persists, perform Clean boot in Safe mode.

Method 2: To help troubleshoot error messages and other issues, you can start Windows by using a minimal set of drivers and startup programs.
This kind of startup is known as a "clean boot." A clean boot helps eliminate software conflicts.
I would suggest you to boot the computer in clean boot i.e disable non microsoft services.
The purpose of disabling non microsoft services is to check if any of these services is causing the issue.

Follow the steps below to boot the computer in clean boot:
Note: If the computer is connected to a network, network policy settings may prevent you from following these steps.
We strongly recommend that you do not use the System Configuration utility to modify the advanced boot options on the computer
unless a Microsoft support engineer directs you to do this.
Doing this may make the computer unusable.
a.
Log on to the computer by using an account that has administrator rights.


b.
Click Start, type msconfig.exe in the Start Search box, and then press ENTER to start the System Configuration Utility.
If you are prompted for an administrator password or for confirmation, type your password, or click
Continue.


c.
On the General tab, click Selective Startup, and then click to clear the Load startup items check box.
(The Use Original Boot.ini check box is unavailable.)

d.
On the Services tab, click to select the Hide all Microsoft services check box, and then click
Disable all.

Note Following this step lets Microsoft services continue to run.
These services include Networking, Plug and Play, Event Logging, Error Reporting, and other services.
If you disable these services, you may permanently delete all restore points.
Do
not do this if you want to use the System Restore utility together with existing restore points.

e.
Click OK, and then click Restart.
Note: Reset the computer to start as usual

After you have finished troubleshooting, follow these steps to reset the computer to start as usual:

a.
Click Start, type msconfig.exe in the Start Search box, and then press ENTER.
If you are prompted for an administrator password or for confirmation, type your password, or click Continue.
 
b.
On the General tab, click the Normal Startup option, and then click
OK.

c.
When you are prompted to restart the computer, click Restart.

Method 3: Use the System File Checker tool (SFC.exe) to determine which file is causing the issue, and then replace the file.

 
To do this, follow these steps:

1. Open an elevated command prompt.
To do this, click Start, click All Programs, click
Accessories, right-click Command Prompt, and then click Run as administrator.
If you are prompted for an administrator password or for a confirmation, type the password, or click
Allow.

2. Type the following command, and then press ENTER:
sfc /scannow

The sfc /scannow command scans all protected system files and replaces incorrect versions with correct Microsoft versions.

Run CHKDSK
  • Go to the Start button.
  • In the Search box, type "cmd" (without quotes) and press Enter.
  • At the command prompt, type "chkdsk /r /f" (without quotes) and press Enter.
  • Reboot your computer.
